Arthur McInnis

I live in Victoria’s James Bay neighbourhood, and I’m running for City Council because I believe this city must raise its standard of governance.

I am a former lawyer, law professor, and international projects adviser who has spent my career helping governments and major institutions make decisions involving billions of dollars of public and private investment.

Arthur’s story

Public interest

I have seen how cities are governed at the highest levels.

As an international construction and projects lawyer, I have advised governments, financial institutions, and major project proponents on decisions involving enormous public and private investment.

I understand what happens when decision-making loses its connection to the public interest, and why Victoria needs councillors who will examine evidence rather than rubber-stamp process.

Accountability

Living in Vic West during the Bayview Place II rezoning convinced me to run.

I saw firsthand how the process and outcome failed to match what residents had been promised. I reviewed the record, traced the approvals process, and concluded that City Hall had abandoned its role as an independent steward of the public interest.

That convinced me Victoria has a real accountability problem. And that I should do something about it.

Experience

Law professor, tribunal member, and institutional leader.

For the past decade I have taught law at the University of Melbourne and Hong Kong’s University of Science and Technology, and for the past five years at the University of Victoria.

In Hong Kong I have served in senior tribunal roles, including the Appeal Tribunal (Buildings), the Inland Revenue Board of Review (the “Tax Court”), and as President of the Canadian Chamber of Commerce in Hong Kong.

City Council

I will bring legal, analytical, and institutional experience to bear at City Hall.

As an international construction and projects lawyer, law professor, and former tribunal member, I have spent my career examining complex decisions, weighing evidence, and holding parties and institutions to account.

Those are the same skills needed at City Hall today. I’m asking for your support as someone who will respect your money, respect your future, and help keep Victoria within reach for working families, seniors, and young people.

I will do the work. I will follow the rules. I will tell you the truth.
